The kingdom of Douwa, which is subdivided into 13 states, is a peaceful nation that's currently making arrangements to celebrate its monarch's 99th birthday. Each of these states is independently governed by an agency that's answerable only to an organization known as ACCA. Jean Otus is second-in-command of ACCA's infamous "inspection agency," which is in charge of monitoring all the other offices. The agency keeps track of ACCA activities across the kingdom and handles the long-term storage of data from each office. Jean often has to make inspection trips to various districts and monitor their situation and personnel...
